Wilsona School District Title III Action Plan
Standard: B.1.c. All English Learners have Access to Appropriate English Language Development Instruction
Focus/Objective: Full, consistent implementation of ELD district-wide:
ELD instruction will be focused, based on CELDT and benchmark assessment results, and aligned with ELD standards. In Grades K-5, the ELD curriculum embedded in the newly adopted, SBE-approved curriculum, Houghton-Mifflin’s Excursions, will be used to provide ELD instruction. Grades 6-8 will use Language! for English learners levels 1 and 2 and Holt Language Arts for EL’s levels 3-5. During the 2011-12 school year, the district will adopt a SBE-approved ELD/English Language Arts program for implementation the following year for 6-8. The ELD benchmark assessments that accompany Excursions will be used K-5 while Grades 6-8 will use Santillana benchmarks until the district implements the new ELD/ELA program in 2012-13. Benchmarks will be based on AMAO’s 1 and 2 goals of progressing by one English fluency level per year of instruction, eventually attaining full English proficiency. Site administrators will visit classrooms to observe instruction, document implementation of ELD curriculum and ensure that instruction is taking place for a minimum of 30 minutes a day 5 days a week. Data teams, under the direction of the site administrator and district EL Coordinator, will review the benchmark assessment results with staff to monitor student progress and make decisions about modifying EL student placement and instruction for maximum student progress. Specific EL students who have been identified as languishing at Early Intermediate or Intermediate CELDT levels for multiple years will be chosen as “focus” students and assigned to ELD teachers for intensive in-classroom monitoring and possible program adjustment. Other selected middle school students, chosen from those who have scored at the English proficient level on CELDT for multiple years but have not been reclassified, will be monitored monthly by a team of their core teachers who will develop a plan for them to meet reclassification criteria by addressing their needs in ELD, ELA and Math.

Identify focus students who have been in the US for 4 or more years and have scored at Early Intermediate or Intermediate level on CELDT. Focus/Objective: Teachers trained to provide effective ELA instruction to English Learners.
English Language Arts instruction for EL students will include explicit academic vocabulary and grammar instruction with embedded engagement strategies. Teachers will receive substantial support in modeling, providing in-class interventions, and using SDAIE strategies effectively. Teachers will also receive focused training in other effective teaching strategies that will lead to student success. Students will be assessed every six to eight weeks with benchmark assessments aligned to ELA standards. Data teams will meet regularly to discuss student progress and the need for more intense intervention strategies.

The instructional coaches will work closely with the district EL Coordinator. Instructional coaches will monitor the implementation of the ELA program, will assist teachers in implementing needed interventions for EL students will serve as an active member of the ELA data team meetings.
